Yes, that's the point of publishing the rates. Count your pages by type, multiply, and add any add-ons your site needs. The total you get is the quote you'd receive, because a quote here is the sum of visible line items rather than an effort estimate with modifiers stacked on it.
Over any reasonable horizon, yes. A WordPress site commonly runs $1,500 to $4,000 a year once hosting, plugin licenses, security services, and maintenance are counted. Migration is a one-time cost and takes the recurring hosting line to $0, so most sites pass break-even inside two years.
